Prior to taking charge, MP Mahabir Pun demanded that the government ensure at least 1 percent of capital expenditure goes into research and development.

Kathmandu — Independent Member of Parliament Mahabir Pun has welcomed the government’s foundational decision to form a separate science and technology line agency, but strictly warned that a ministry without an independent budget is meaningless.

Speaking at the House of Representatives, Pun suggested naming the entity the 'Ministry of Science, Technology, Research, and Innovation', emphasizing that development without deep research remains inherently incomplete. He maintained his firm stance that at least 1 percent of the country's total capital expenditure or GDP must be actively routed into native research to avoid a negative brain-drain spiral.
